The factory floor for this “industry” is not a dock or a back alley. It is a smartphone. Europol reports that criminal networks now target young people with tailored language, slang, emojis, and “gamification” tactics that turn criminal tasks into challenges with rewards.^[1]^[3] Recruiters start on mainstream platforms kids already use, then move them onto encrypted apps with self-destructing messages and private channels that leave little trace.^[3]^[5]

European Union security experts describe the same pattern in terrorism recruitment: first contact on popular platforms like Discord, Instagram, Roblox, YouTube, and TikTok, then a shift to encrypted channels on apps such as Telegram for direct tasks and deeper grooming.^[4] For organized crime, the pitch often looks simple and familiar: “easy money” and “quick cash” for “moving a package” or “holding something for a friend.”^[3] The child sees a game and a payday. The gang sees a disposable asset.

Why gangs want children: law, fear, and cheap labor

From “missions” to murders: how a teen becomes a gunman

Europol and ABC News reporting describe a clear chain for “violence as a service.” Someone with money commissions the crime. Another person hunts for recruits on encrypted apps and gaming platforms. A third party sets up logistics and weapons.
